This plan having met with considerable opposition from the Chief Justice and the Honorable Mr. Ball, the Bill was at my suggestion referred to the following Committee:-
The Chief Justice (Honble J. Smale) The Attorney General (Honble J. P. Hennessy) The Judge of the Court of Summary Jurisdiction (Honble A. J. Ball) The Registrar of the Supreme Court (Honble Mr. Alexandra) The 1st Magistrate of Police (Honble May) Acting Treasurer.

After several meetings the Committee reported unanimously in favor of my plan and the Ordinance as it now stands was passed without further difficulty. Section IV provides for the appointment by the Governor of Deputy Sheriffs for whose acts the Sheriff will therefore not be responsible.
Sections VII and IX contain the Provisions above referred to for the protection and relief of the Sheriff in Cases of doubt and difficulty.
It will be seen that a very simple Procedure is provided by which the Sheriff may obtain the guidance...
